Discount Rule - Between Time of Day

Between Time of Day discount rule, plugin allows a nopCommerce store owner to configure discounts between a specific time period of the day. 

In the discount requirements, the start time and end time should be added considering the UTC time. For example, if your store is in New York, US time and you want to add a discount between 12 PM EDT to 1 PM EDT. Thus, you have to add UTC which is 4 PM to 5 PM in the discount requirement. 

Feature list: 

1. The start time and end time should be added considering the UTC time.
2. This discount requirement can be used with any other discount type.
3. The discount requirement type should be configured as Discount between the time of day.
4. The store owner must define the start time & end time.
5. The Start time should be less than End Time.
